Generally speaking, the next generation begins when the heir reaches YA. Any previous generation rolled rules that require a daily or weekly activity are no longer required when the new heir reaches YA, and the new generation's rules go into effect when the heir reaches YA.
Some rules take effect when the heir is born however (such as random traits), so it's best to roll for the next generation when the first child of that generation is born, or earlier.
